In the second part, the authors focus on a current topic for the Czech Republic – concluding international agreements by the European Union. The authors also react to recent developments in this area, which were caused by the Treaty of Lisbon, particularly as regards the extension of the EU competence to conclude bilateral agreements on investment protection. The fourth chapter focuses on a timeless theme: the relationship between international law and national law. The chapter examines theoretical concepts and deals with practical issues. The authors also focus on legal realities of both systems in terms of the Czech state from emergence of its statehood to the present, especially with an emphasis on current legislation. This work has successfully fulfilled its ambition to deal lucidly and in detail with procedural aspects of the rule-making process of states and international organizations in the form of a commentary as well as to focus on the relation between national and international law in the Czech legal system. It should be appreciated that the team of authors gathered domestic and foreign literature and international case law in considerable extent and reflected selected findings in the publication. The commentary is written in a very clear and readable way. The authors undoubtedly created a unique and invaluable source for practitioners and students. Theodor Klán*
