Abstract: As with the rest of the Doha negotiations, negotiations on trade in services disciplines are gridlocked. Alternatively, bilateral and regional initiatives are increasingly addressing trade in services. Not only does this situation risk reducing the relevance of GATS, it is also illustrative of the strained position of the WTO as a negotiating forum. In the case of services, a plurilateral approach within the WTO framework may be an avenue for progress. To assess this possibility, this article addresses the state of play in trade in services negotiations in its three ‘tracks’. The article subsequently addresses the benefits of and issues with the plurilateral approach before concluding that this approach may well be the best way forward for services negotiations. Resumé : Současně s tím, jak se přiblížilo jednání z Dohá ke svému závěru, do šlo k zablokování jednání o dohodě o obchodu službami. Na druhé straně se ale dvoustranné a regionální iniciativy stále více soustředily na obchod službami. Vzniklá situace hrozí, že se dále sníží význam GATS a výhody mnohostranné regulace slu žeb. Vícestranný (plurilaterální) přístup v rámci WTO může být cestou k dosažení pokroku v jednání. Tento článek se zaměřuje právě na téma posouzení této možnos ti, zvláště na situaci v obchodu službami v jeho třech „oblastech“. Článek se zabývá také přínosy a problémy vícestranného přístupu a dochází k závěru, že tento přístup může být nejlepší cestou pokroku při dalším jednání o službách.
