The inner structure of lasting delays enables us to differentiate between “acceptable” or “healthy” delays and “unhealthy” delays with a high share of reports which are overdue for more than 5 or even 10 years. The compliance of states with the reporting obligation of the CCPR, CRC, CMW, CRPD, and the CED seems to be satisfactory. With most reports overdue for more than 5 years, the CERD and the CESCR represent the group of reporting regimes with the lowest compliance.
