The European Union is increasingly becoming an area of differentiated integrations and will have to face the problem more and more if it pursues innovation pauca multis (little for many) or a fine paucis (very few). Or perhaps, as is suggested, trying to reconcile the two things, in a spirit of loyalty cooperation. This would be the way to make a constitutional leap, even if perhaps Achilles would not yet reach the federal state’s goal, having himself become a turtle in time!
