MAREK ZUKAL – JAN MAIS CYIL 13 ȍ2022Ȏ of treaties 28 . In the omnibus resolution, the General Assembly took note of the decision of the ILC to include in its long-term programme of work the topic “Subsidiary means for the determination of rules of international law”. In the resolutions on the Protection of the atmosphere and Provisional application of treaties, the General Assembly welcomed the conclusion of the work of the ILC on these topics and took note of the Guidelines on the protection of the atmosphere and of the Guidelines on provisional application of treaties, respectively (both annexed to the respective resolutions), brought them to the attention of States and encouraged their widest possible dissemination. Another report before the Sixth Committee was the Report by the UN Commission on International Trade Law (UNCITRAL) on the work of its fifty-fourth session 29 . The Sixth Committee welcomed the finalization of the UNCITRAL Mediation Rules 30 and UNCITRAL Expedited Arbitration Rules 31 . Upon the report of the Sixth Committee, the General Assembly also adopted an omnibus resolution on the Report of UNCITRAL 32 and a resolution enlarging the UNCITRAL membership 33 from 60 to 70 States (an initiative led by Japan). In the latter, the General Assembly reiterated its call to all States to observe and promote in good faith the Manila Declaration 37 on the peaceful settlement of their international disputes. The fourth and last report before the Sixth Committee was the Report of the Committee on Relations with the Host Country 38 . In the resolution adopted in relation to this Report 39 , the General Assembly, inter alia , strongly urged the United States as the Host Country to remove all travel restrictions imposed on staff of certain missions (the most serious case being travel restrictions imposed on the representatives of Iran). Some delegations considered these restrictions as politically motivated, arbitrary and discriminatory in nature. The General Assembly also expressed serious concerns regarding the non-issuance of entry visas to certain representatives of some Member States (e.g., Russia), which allegedly precluded those States from full participation in meetings taking place at UNHeadquarters, and noted with concern the difficulties experienced by some missions in obtaining banking services (namely Cuba). 28 Resolution No. A/RES/76/113 adopted by the General Assembly on December 9, 2021. 29 UN document No. A/76/17 (available here: https://documents-dds-ny.un.org/doc/UNDOC/GEN/V21/058/10/ PDF/V2105810.-pdf?OpenElement). 30 Resolution No. A/RES/76/107 adopted by the General Assembly on December 9, 2021. 31 Resolution No. A/RES/76/108 adopted by the General Assembly on December 9, 2021. 32 Resolution No. A/RES/76/229 adopted by the General Assembly on December 24, 2021. 33 Resolution No. A/RES/76/109 adopted by the General Assembly on December 9, 2021. 34 UN document No. A/76/33 (available here: https://documents-dds-ny.un.org/doc/UNDOC/GEN/N21/051/51/ PDF/N2105151-.pdf?OpenElement). 35 Resolution No. A/RES/76/115 adopted by the General Assembly on December 9, 2021. 36 Resolution No. A/RES/76/116 adopted by the General Assembly on December 9, 2021. 37 Annex to resolution adopted by the General Assembly No. A/RES/37/10 adopted on November 15, 1982, under agenda item Peaceful settlement of disputes between States. 38 UN document No. A/76/26 (available here: https://documents-dds-ny.un.org/doc/UNDOC/GEN/N21/282/37/ PDF/N2128237.-pdf?OpenElement). 39 Resolution No. A/RES/76/112 adopted by the General Assembly on December 9, 2021.
