The latter reasoning formed the Community’s toolset to harmonise, but at present, the revived initial rationale would also justify harmonisation efforts. These two rationales can coexist, representing the interests of both proponents and opponents. Consequently, the Community has both the tools and the incentive; the next step is to decide how to proceed.
