NINO PARSADANISHVILI CYIL 9 ȍ2018Ȏ the New Delhi Declaration, 20 focusing on special needs and interests of developing and least developed countries affected by environmental, social and developmental considerations; 21 and the 1992 Convention on Biological Diversity underlining economic-social development and eradication of poverty amongst overriding priorities of the developing countries. 22 The same ideas are echoed in the Program of Action of the International Conference on Population and Development held in Cairo emphasizing that the primary task of states is to raise standards of living and to eradicate poverty as an indivisible part of sustainable development to better meet the needs of the majority of the people of the world, 23 offering equal opportunities to all people in the process of social progress by the way of considering common and differentiated responsibilities of states. 24 The need for inclusion of differential treatment provisions for developing countries in service sector , which amongst others, also includes the movement of natural persons to deliver services, 25 and bringing the WTO in the overall process is well elaborated within the system of the UN. The UN, possessing a broad scope of competence, can easily declare the leading role of the WTO in fostering global economic growth, but the WTO itself is put in a trickier situation, because of its decision making rules based on multilayered trade negotiations. This issue is discussed in more details in the following part of the paper concentrating on key levels of international negotiations that has been delivered within the WTO in the service sector for the purposes of ensuring poverty eradication at the global level. WTO says no to Poverty Eradication The “WTO is the only organization dealing with trade rules at the global level”. 26 Since the establishment of the WTO it has been expected to “strengthen the world economy and lead to more trade, investment, employment and income growth throughout the world”. 27 Even though the goals are considerable it is still questionable as to the ways of reaching them and therefore ensuring prosperity for everyone in our world of today.
