CYIL 9 ȍ2018Ȏ POVERTY ERADICATION – CONTROVERSIES BETWEEN UN AND WTO – a growing importance of trade in services makes it more complicated to make progress in negotiations putting the WTO in a very challenging situation. Another controversial issue in the relations between the UN and WTO is linked to labour rights. Even though the WTO is trying to stand aside from the competence of ILO current developments on international arena and economic growth produced by freer international trade promoting improved labour conditions especially in poor countries, 98 leads to inevitable and inescapable cooperation between the two. It is also evidenced from the indistinguishable meaning of labour and services claiming for the existence of not only ILO’s, but most importantly WTO’s competence in this field. A lack of progress in services negotiations stands in the way of fulfilling the export interests of LDCs’ especially from GATS mode 4 perspective. The only solution for this situation is to either reform GATS or to use the Trade Facilitation for Services agreement as a new platform for plurilateral negotiations attempting to bring light to the locked circle of services negotiations.
