CHAPTER XIV. DEPARTMENT FOR THE EXECUTION OF JUDGMENTS OF THE COURT

1. ABOUT THE DEPARTMENT The Department for the Execution of Judgments of the European Court of Human Rights (DEJ) is a body of the Council of Europe created to assists the CoE Committee of Ministers in its function of supervision of the implementation of the judgments of the ECtHR. Together with the Venice Commission it is a part of the Directorate General Human Rights and Rule of Law. According to the mandate of the Directorate General “Human Rights and Rule of Law”, the DEJ exercises two main functions: 1) advises and assists the Committee of Ministers in its functions of supervision of the execution of judgments of the European Court of Human Rights, in accordance with Article 46, paragraph 2, of the Convention; and 2) provides support to the member States in their efforts to achieve full, effective and prompt execution of the judgments of the European Court of Human Rights, in the cases to which they are parties. The main objectives of the DEJ are: • to assist, through its independent and impartial expertise, the Committee of Ministers in its assessment of the measures taken and/or envisaged by states to implement the judg- ments of the ECtHR and in the identification of the responses to be given; • to assist the Committee of Ministers in its efforts to reinforce its supervisory action, no- tably through improvement of its working methods and strengthening of the tools at its disposal; • to promote the strengthening of synergies with other actors of the Council of Europe in their areas of competence, notably the ECtHR, the PACE and the Commissioner for Human Rights; • to support respondent states in the identification and the implementation of the individ- ual and/or general execution measures required; • to ensure transparency and visibility of the results of the supervision process. 2. MAIN ACTIVITIES According to the rules of the Committee of Ministers for the supervision of the execution of judgments and the additional indications contained in its working methods, the DEJ ensures a close and continuous follow-up of the progress of the execution of all cases, irrespective of their supervision track (standard or enhanced). There are three main areas of the DEJ activities based on the subjects of cooperation:

1) activities as regards to the Committee of Ministers (first group); 2) activities as regards to the CoE Member States (second group); 3) activities as regards to synergies (third group).
