This puts the Manual in a unique position in which even if States decide not to express acceptance, they are forced to express dismissal. Thus, the utility of the Manual, at least for the time being, lies in its unavoidability. In the words of a former UK Attorney General Jeremy Wright: “ If we stay silent, if we accept that the challenges posed by cyber technology are too great for the existing framework of international law to bear, that cyberspace will always be a grey area, a place of blurred boundaries, then we should expect cyberspace to continue to become a more dangerous place .” 664
