values set out in point 68 of Annex I (in CR included in p. 68 in Annex I of EIA Act). Only projects initiated after the transposition of Directive 2014/52/EU were selected, to ensure compliance with the current EU legal framework. The analysis is based on a qualitative content review of EIA procedures concerning intensive pig farming. Projects were chosen for their relevance to the research questions, legal comparability, and temporal alignment with the applicable framework. The selected cases include Farm Smečno (Central Bohemian Region, submitted April 2021, 8,686 pigs), 30 Farm Lipec (Central Bohemian Region, submitted January 2022, 17,494 pigs), 31 Farm Jeníčkova Lhota (South Bohemian Region, submitted September 2022, total capacity 10,176 pigs) 32 and Farm Štítary (South Moravian Region, submitted October 2021, 10,000 pigs). 33 These four cases are illustrative and not intended to be statistically representative. Rather, they reveal recurring patterns and structural tendencies in administrative practice. The analysis is limited to publicly available documents, reflecting the written dimension of EIA processes. Each case was evaluated using a structured analytical framework derived from EU requirements, national legislation, and relevant methodological guidance. The framework assessed: a. Climate-related content of the EIA documentation, including: description of local climate conditions and the project’s vulnerability to climate change (Annex 4, Part C, EIA Act), quantification of direct and indirect GHG emissions (Part D, EIA Act), evaluation of the project’s adaptive capacity (Part C, EIA Act), and consistency with national and EU climate policy goals (non-binding, based on EU guidance). 2. Climate considerations in the final EIA report. 34 The following section presents the key findings of this empirical analysis. 6. Climate Assessment in Intensive Livestock Projects: Empirical Insights The analysis of intensive pig farming EIAs in the Czech Republic reveals several recurring shortcomings in addressing climate-related requirements.
