risks, and most assumed implicitly that climate change would have no significant effect over the project’s lifetime. These vulnerabilities are not merely theoretical. In June 2025, a severe thunderstorm caused a power failure at a large-scale pig farm in Zalužany, resulting in the death of approximately 800 pigs due to the failure of ventilation systems. 37 This incident demonstrates the real risks that extreme weather events pose to intensive livestock operations, particularly in the absence of adequate adaptation measures and contingency planning. Third, national and EU climate targets are absent from EIA reasoning. Monitoring provisions and climate-relevant mitigation measures are rarely included in final decisions. Instead, rhetorical strategies are employed to marginalise climate considerations, for example: “If not here, then elsewhere” ; “The climate impact is negligible” ; or “The project supports food security or self-sufficiency.” These arguments obscure the purpose of EIA, which is to assess the impacts of a specific project in its specific context. Without quantified data or comparative benchmarks, claims of negligible impact remain unsubstantiated, while appeals to food security cannot justify the omission of climate analysis. Such reasoning reduces the climate dimension of EIA to a narrative device rather than a substantive criterion. Addressing these deficits requires more than formal compliance with EU law. It calls for revising national methodological guidelines to include clear climate-related criteria, developing practical tools for quantifying emissions and assessing climate risks, strengthening institutional capacity and training for competent authorities, and fostering a cultural shift in EIA practice, from treating climate obligations as external formalities to recognising them as integral to legitimate and high-quality decision-making.
