Introduction The significant and growing legal conflict between international investment law and international climate law is among the most critical challenges to contemporary global governance. The conflict is not a matter of adjusting legal technicalities, but rather a profound and systemic tension between two fundamentally different legal regimes. 2 International investment law has developed as a system of legal norms designed to promote global capital flows by creating a stable and predictable legal environment for foreign investors. 3 Conversely, international climate law is built on principles that presuppose a global community with shared responsibilities, such as mitigating greenhouse gas emissions and adapting to a changing climate. 4 In other words, where international investment law pushes states to respect the interests and ensure the protection of foreign investors, international climate law seeks to obligate states to protect the collective interests of current and future generations. Although some scholars suggest that these two regimes are entering a new phase of coordination
