The Corporation concludes international treaties at interdepartmental level within its competence, in accordance with the specified Federal Law. In accordance with Part 3, Article 14 of Federal LawNo. 307- ФЗ “OnRosatomState Atomic Energy Corporation”, the corporation interacts as legally required in the Russian Federation with foreign public bodies and international organizations, including the representation of the Russian Federation with respect to the use of nuclear energy in international organizations by decision of the President of the Russian Federation or the Government of the Russian Federation. The website of Rosatom State Atomic Energy Corporation also states that Rosatom State Corporation has been constructively interacting with the International Atomic Energy Agency (IAEA), the Nuclear Energy Agency of the Organization for Economic Cooperation and Development (OECD/NEA), the Commission of the CIS Member States for the Peaceful Use of Atomic Energy. Rosatom State Atomic Energy Corporation participates in international innovative research projects on behalf of the Russian Federation. The projects of utmost significance are the International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO), the Generation IV International Forum (GIF) and the Sustainable Nuclear Energy Technology Platform (SNETP) 17 . According to Part 4, Article 14 of Federal Law No. 307- ФЗ “On Rosatom State Atomic Energy Corporation”, the corporation sends, as established by the President of the Russian Federation, its representatives (with employees of the representative office) to work in foreign states as part of diplomatic missions and consular offices of the Russian Federation, trade missions of the Russian Federation without including such representatives in the staff of the above missions and offices. At the end of 2017, representative offices of Rosatom State Atomic Energy Corporation operated at embassies and trade missions of Russia in 10 countries of the world, as well as in the Permanent Mission of the Russian Federation to international organizations in Vienna (Austria) 18 . 3. Peculiarities of international regulation at the level of intergovernmental treaties An essential feature of international law in the field of nuclear energy use at the level of intergovernmental treaties is that regulation covers not only international public law relations, but also international private law relations. 19 We consider this using the example of an intergovernmental treaty concluded between the Government of the Russian Federation and the Government of the Republic of Paraguay on September 19, 2017. The purpose of the treaty is to develop cooperation in the field of the peaceful use of nuclear energy in accordance with the needs and priorities of their national nuclear programs.
