CYIL 11 (2020) THE CURRENT TRENDS OF INTERNATIONAL TREATIES IN THE FIELD… (MDEP), Nuclear Energy Agency of the Organization for Economic Co-operation and Development (OECD/NEA), International Organization for Cable Transport (IOCT), Commission on Coordination of Cooperation Between State Bodies of Energy Supervision of the CIS Member States (State Energy Control and Supervision Committee, SECSC) 14 . The legal analysis of the international treaties concluded at interdepartmental level demonstrates the areas of cooperation including, inter alia, the development of a regulatory framework in the field of nuclear and radiation safety, licensing of activities in the field of peaceful use of nuclear energy, and the regulation of safety in the management of radioactive waste and spent nuclear fuel, supervision of accounting and control of nuclear materials, etc. 15 The State Atomic Energy Corporation Rosatom has also been authorized to conclude international treaties at interdepartmental level. The international treaties are the key form of global regulation in the field of nuclear energy use. International treaties also provide for various cooperation in the field of nuclear energy use, including: the formation of joint scientific research task groups, scientific conferences, seminars, symposia, the exchange of scientific and technical information, etc. This article aims to address newly those treaties, which have been newly concluded by the Russian Federation in the field of peaceful uses of nuclear energy. It deals with actual trends, appearing in these treaties. 2. Powers of Rosatom to participate in international cooperation The powers of Rosatom State Atomic Energy Corporation are significantly broader than those of other energy law entities in the Russian Federation. Rosatom State Atomic Energy Corporation is statutorily authorized to implement public administration, control, and rule- making activities. The applicable regulatory model is of interest and worth studying 16 . This corporation is vested with significant powers in the field of international cooperation, as provided for in Article 14 of Federal Law No. 307- ФЗ “On Rosatom State Atomic Energy Corporation”. We turn our detailed attention to the powers of RosatomState Atomic Energy Corporation in the field of international cooperation. According to Part 1, Article 14 of Federal Law No. 307- ФЗ “On Rosatom State Atomic Energy Corporation”, the Corporation secures, within its competence, the obligations of the Russian Party under international treaties of the Russian Federation, as well as the exercise of the Russian Party’s rights arising therefrom, in the event that such agreements regulate the matters competent to the Corporation.
