fails to abide by these limits, it will face a fine for every gram of average emissions of the cars it produces that is in excess of the established limit. The average emissions of automobiles newly registered in the European Union were 120.6 g CO 2 /km in 2018. Lower emissions for new passenger cars were reported in the Netherlands (105.5g CO 2 /km), Malta, Portugal and Denmark. Estonia reported the highest emissions by newly registered automobiles in 2018 (132.3g CO 2 /km).

Source: ACEA In order to meet the established emissions goals for passenger cars, it will be necessary that the share of new electrically powered cars sold in the individual member states of the EU be increased. Right now, there are noticeable differences among the member states in the share of electric cars in newly sold automobiles. For 2018, the largest share of electric vehicles in new car sales was in Sweden (8%), followed by the Netherlands (6.7%) and Finland (4.7%). In the Czech Republic the market share of electrically powered cars in 2018 was a mere 0.4%, which was one of the lowest in the entire European Union.
