There are wide differences between member states in terms of the governmental support that they are providing for electromobility (Schimeczek, 2017). Only twelve EU members offer some form of incentive for the purchase of electric vehicles. Some states offer only tax breaks (ACEA, 2019). 2. Problem Formulation and Methodology The aim of this paper is to outline the types of tax and investment incentives for consumers to buy an electric vehicle within EU countries and evaluation of their effectiveness. The paper will also analyse the relationship between the market share of electric vehicles and level of national wealth in EU countries (expressed as GDP per capita). The paper also includes an overview of the availability of infrastructure for electric vehicles in EU countries. 2.1 Model and Data In order to evaluate the effectiveness of investment incentives for the purchase of electric vehicles in the individual member states of the EU, it is first necessary to review what is on offer. We have limited the number of countries we have considered for comparison to those that offer the largest incentives in terms of their absolute value. To determine the extent to which the market share of electric vehicles is dependent on the wealth or affluence of a given country, it is necessary to compare the share of electric cars in new car sales in a given country with its gross domestic product (GDP) per capita. Access to infrastructure is measured by the number of charging stations per 100km of the road system of a given country. 3.1 Benefits and incentives for electric vehicles We have chosen ten countries of the European Union in which purchases of electric cars are the most numerous for comparison of their investment incentives.
