Abstract Paper is devoted to international legal regulation of highly migratory species. Theme pervading the whole paper is a state cooperation in order to conservation and management of highly migratory fish stocks and the protection of marine ecosystems from the effects of destructive fishing practices, ongoing in exclusive economic zones of coastal states and on the high seas, where it is for these reasons restricted the freedom of fishing. The first chapter gives an overview of the term “high seas” and historical summary of the understanding and regulation of the high seas including fishing on it. In subsequent chapters is analyzed international regulation, the activities of regional fisheries management organizations and finally there is implied the issue of combating illegal, unreported and unregulated fishing.
